Dr. Stuart Brown, safety director of Keeneland Race Course, discusses the Horseracing Integrity and Safety Authority (HISA). HISA was created in 2020 and is responsible for developing and enforcing uniform safety and integrity rules for Thoroughbred racing. HISA is comprised of two programs: the Racetrack Safety Program and the Anti-Doping and Medication Control (ADMC) Program.
